The pair, first noticed by Daily Voice reader John Askildsen of Millbrook, has been on the southbound side of the highway, immediately south of the entrance at Peekskill Hollow Road, since Monday.
"When I first noticed them down an embankment I thought maybe it was a piece of carpet or something," he said. "But then I realized it was a bear and her cub."
Officials with the state Department of Conservation said that unfortunately, bears and all animals that are hit are picked up by the Department of Transportation who disposes of them unless they are tagged.
If the mother bear is tagged, which means she is being tracked, the Department of Transportation will contact the Department of Conservation.
Askildsen said it looks as if the mother has an arrow in her side.
The Department of Transportation said it was unusual for an animal to be on the side of the road for that long. They also said that if the bear has an arrow, it could have been hit by the arrow during the fall hunting season and it just never fell out.
"It's sad to see them there together," Askildsen said. "They deserve better."
